|Mr. Flenner concentrates his practice on issues affecting the built and natural environments, with a particular emphasis on environmental, land use and municipal law. He has substantial experience representing municipalities, corporations, non-profit institutions and individuals in real estate, zoning and land development, regulatory compliance and building construction matters. He provides counsel on stormwater management, sustainable development, green building and alternative energy regulations, and historic preservation. In addition to practicing law, Mr. Flenner serves as a Captain in the U.S. Navy Civil Engineer Corps. He is currently assigned as the Chief Staff Officer of the Naval Facilities Engineering Command, Contingency Construction unit in Washington, DC. He has commanded a naval construction battalion; coordinated the restoration of essential city services in Fallujah, Iraq; and directed the environmental, health and safety programs at Navy installations in Philadelphia and Mechanicsburg. Mr. Flenner holds a Juris Doctor degree from the Pennsylvania State University, a Master of Science degree in Civil Engineering from the University of Illinois, and a Bachelor of Mechanical Engineering degree from the University of Delaware. He is a member of the Montgomery Bar Association and the Pennsylvania Bar Association, for which he is the Secretary/Treasurer of the Municipal Law Section, and he serves on the Executive Board of the Water Resources Association of the Delaware River Basin. He is a Registered Professional Engineer in Pennsylvania and Delaware, and a Registered Environmental Manager with the National Registry of Environmental Professionals.
